About this file
This is a Solicitation Modification and Request for Bid (RFB 605 2000000052) issued by the Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC), Division of Purchases on behalf of the Division of Maintenance for scrap metal and aluminum recycling services. The solicitation seeks qualified vendors to receive scrap metal and aluminum materials delivered by KYTC personnel to the vendor's designated location(s). Three line items are specified: scrap metal (No. 1 Heavy Melt) measured in gross tons; scrap aluminum (Secondary Smelter's Aluminum Scrap) measured in pounds; and mixed scrap aluminum and metal measured in pounds. The typical materials recycled include guardrails, drainage tiles, posts, signs, bridge railings, and galvanized sign posts. The deadline for written questions was August 12, 2019, at 3:30 p.m., with the Commonwealth's response issued by August 13, 2019, at 7:00 p.m. Sealed bids are due by August 20, 2019, at 10:00 a.m. at the KYTC Division of Purchases, 200 Mero Street, 4th Floor, Frankfort, Kentucky 40622. The tentative award date is September 1, 2019. The initial contract period runs from September 1, 2019, through September 30, 2020, with options to extend for four additional one-year periods with written approval from both parties and potential renegotiation of terms.
Pricing is based on percentages of American Metal Markets (AMM) Chicago market prices established at the time of delivery, with vendors submitting bids as percentages rather than fixed prices. Vendors must provide certified scales for weighing materials, submit weight tickets and current AMM price lists for each delivery, and make payment to the Kentucky State Treasurer by check prior to the KYTC driver's departure. Sales tax must be included unless an applicable exemption under KRS 139.470 applies. This is a Master Agreement solicitation with awards to be made to all responsive bidders who submit reasonable percentage bids; KYTC reserves the right to reject bids deemed too low. Multiple contracts may be awarded within a county or district, and District personnel will determine best value based on distance and price. All vendors must comply with federal, state, and local laws, OSHA regulations, and Kentucky Revised Statutes requirements, including resident bidder affidavits and tax compliance certifications. This is an online bidding-prohibited solicitation requiring original signed sealed submissions with no fax or electronic bids accepted.
