About this opportunity

The City of Scranton Office of Public Works is seeking sealed bids for Scranton Debris Removal #10, a comprehensive river maintenance and flood mitigation project targeting three specific sites along the Lackawanna River. The project involves precise debris removal, including rock, silt, sand, soil, and vegetation at sites identified as Roaring Brook Lower Debris Basin, Lackawanna River at Parker Street, and Lackawanna River at Lackawanna Ave Bridge. Contractors must perform site preparation, mobilization, traffic control, water diversion, access road installation, and implement extensive erosion and sediment control measures. Bidders are required to have a minimum of 5 years of experience under their current business name and must register on the City's e-Procurement Portal to participate. The bid submission deadline is Thursday, May 16, 2024, at 10:30 am, with a non-mandatory pre-proposal meeting scheduled for May 3, 2024, at 11:00 am. All technical questions must be submitted via the portal's Q&A function by 4:30 pm on Friday, May 10, 2024. The project evaluation will focus on the most advantageous bid, which may not necessarily be the lowest cost, considering factors such as experience, technical approach, and comprehensive documentation.

The procurement does not explicitly indicate specific set-aside designations for disadvantaged enterprises, though standard affirmative action requirements are in place. Bidders must submit comprehensive documentation, including a 10% Bid Bond, Performance and Payment Bonds of 100%, certificates of insurance, affirmative action certification, non-segregated facilities certification, and non-collusion affidavit. Insurance requirements are extensive, mandating comprehensive general liability, automobile liability, and workers' compensation coverage with specific minimum amounts. The project involves coordination with the Pennsylvania Northeast Regional Rail Authority, with predetermined railroad expense reimbursements ranging from $5,000 to $15,000 per site. Contractors must also adhere to environmental regulations, including provisions for protecting Northern Long Eared Bat habitats, with a project completion deadline of September 15. While a specific budget range is not explicitly stated, the detailed bid form and technical specifications suggest a substantial infrastructure investment for this multi-site debris removal and stream bank stabilization project.
