About this opportunity

The South Dakota Department of Education's Division of Learning and Instruction is seeking a School Success Facilitator Advisor through a competitive Request for Proposal (RFP) process. The primary objective is to secure a consultant who will collaborate with the State on the Comprehensive Needs Assessment (CNA) process and provide support to schools identified as needing Comprehensive Support and Improvement (CSI) and Targeted Support and Improvement (TSI). Key deliverables include designing workshops, developing materials, mentoring School Support Team Professionals, monitoring the State's School Success Framework, providing technical assistance to assigned schools, and supporting school leadership teams in data-driven decision-making. The proposal must be submitted by June 10, 2025, at 5:00 PM CT, with an anticipated contract start date of July 1, 2025, and an initial contract period running through June 30, 2026. The evaluation process will utilize a 100-point scoring system, considering factors such as cost, reliability, experience, qualifications, approach, available resources, past performance, and project management techniques. Potential bidders must direct all inquiries to Rochelle Kenzy at Rochelle.Kenzy@state.sd.us with the subject line "RFP #25RFP14876" and are prohibited from contacting any other State of South Dakota employees during the solicitation process.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. However, the solicitation includes important compliance requirements, notably the Contractor Certification form mandated by Executive Order 2023-02, which prohibits contractors owned or controlled by foreign nationals from specific countries (China, Iran, North Korea, Russia, Cuba, and Venezuela). Contractors must certify they are not a "Prohibited Entity" and must immediately notify the state if their status changes. While no specific budget range is provided in the documents, the State reserves the right to extend the contract for up to five additional years if deemed beneficial. Prospective consultants must submit a W-9 form and complete the Substitute W-9 from the Bureau of Finance and Management, which requires detailed taxpayer identification and organizational information. The contract appears structured for individual consultants or small consulting firms with expertise in educational support, school improvement strategies, and comprehensive needs assessment processes, though the exact award value is not explicitly stated in the available documentation.
