About this opportunity
The Cherokee County School District (CCSD), on behalf of the Georgia Education Cooperative (GEC), is soliciting proposals for interior design and materials services for school nutrition cafe serving lines serving K-12 school districts across Georgia. The procurement encompasses a comprehensive scope of work including initial concept design, painting supplies and labor for existing walls, custom printed wall murals with food themes and branding, static menu boards compliant with National School Lunch Program guidelines, vinyl wraps for counters and serving stations, professional installation labor, and optional add-ons such as branding packages with logo refresh, cafeteria furniture purchases, and commercial-grade trash receptacle enclosures. The contract term runs from July 1, 2026, through June 30, 2027, with potential renewal extensions available upon request at least 120 days before expiration. The 14-member GEC includes school districts such as Calhoun City Schools, Cherokee County, Douglas County, Dalton Public Schools, Fannin County, Gilmer County, Haralson County, Murray County, Paulding County, Pickens County, Social Circle City Schools, Walton County, Wilkes County, and Whitfield County. Proposers must submit questions by 2:00 p.m. on April 30, 2026, and complete proposals electronically through the Euna Procurement Portal by 9:00 a.m. on May 8, 2026. Selected proposers will receive notification on May 15, 2026, with mandatory site visits scheduled for the week of May 18, 2026, at an elementary school in Cherokee County, followed by oral presentations before the RFP Committee on June 9, 2026. Evaluation criteria are weighted at 45 points for price, 40 points for design quality, and 15 points for experience with K-12 school districts or similar educational environments. Proposers must provide a minimum five-year business reference history from school boards or similar clients, maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, provide current certificates of insurance with proposals, guarantee a minimum two-year warranty on parts and labor, and ensure all furniture and decor remain free of defects for seven years from delivery.
The RFP includes procurement preferences for small businesses, minority-owned firms, women's business enterprises, labor surplus area firms, and veteran-owned businesses, though no formal set-asides are designated. All proposers must comply with federal Buy American requirements for food products (where applicable), certify non-collusion in bidding practices, obtain USDA debarment and suspension certifications, complete Georgia Security and Immigration Compliance affidavits with E-Verify registration, and sign civil rights assurance statements acknowledging compliance with Title VI of the Civil Rights Act, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and Title IX. Proposers must also comply with federal lobbying disclosure requirements (Standard Form LLL) for covered federal actions, maintain HACCP plans with 24/7 accessibility for food recalls, implement biosecurity protocols under the Bioterrorism Act of 2002, and adhere to Clean Air Act environmental protection standards. The total estimated contract value is $300,000 across the initial 12-month period for six different locations, with a $50,000 maximum per location for Tier I serving line walls and up to $100,000 for Tier II (Tier I plus cafeteria walls). All pricing must be firm for the contract duration and any renewals, submitted on an F.O.B. Destination basis with separate line-item pricing required for design elements, serving line wraps, trash can decor, paint and labor, shipping, delivery, uncrating, installation, and custom design artwork development. No incumbent contractors or technology integration requirements are identified in the solicitation materials.
