About this opportunity

The City of Pembroke Pines is seeking quotes from qualified contractors to perform flooring replacement on school buses, with bids due September 3, 2026 at 2:00 p.m. through the OpenGov e-procurement portal and questions due by August 24, 2026. The project is federally funded and subject to Davis-Bacon Act prevailing wage requirements; the applicable wage determination is Florida General Decision Number FL20250197, effective July 4, 2025, with rates covering carpenters, laborers, and other trades. Section 3 employment goals apply for contracts exceeding $200,000; this project's estimated value of $78,696 may not trigger those thresholds, but contractors must still submit the Section 3 Assessment and Certifications form.

Scope encompasses removal and disposal of existing interior flooring on approximately 13 Blue Bird 2003 buses, subfloor inspection and repair, installation of commercial-grade flooring replicating original factory appearance, and reinstallation of existing passenger seats with new hardware. Contractors must provide all labor, materials, removal and disposal, subfloor preparation, and cleanup on an all-inclusive unit-rate basis per bus. A minimum of five years' experience in similar flooring work, supported by three references from the past five years, is required; professional licensure as mandated by Florida state regulations is mandatory.

The initial contract term is one year with two optional one-year renewal periods. The City will award as many buses as the available budget allows. No proposal security, bid bonds, or performance bonds are required. The City waives all City-related permit and license fees; State and County fees are covered through an Owner's Contingency allowance. All construction and demolition debris must be disposed of through Waste Pro of Florida, Inc., the City's exclusive franchise contractor.

Contractors must provide comprehensive insurance: general liability of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation, and auto liability, all naming the City as additional insured. A minimum one-year workmanship warranty is required. Payment terms are Net 30 under Florida's Local Prompt Payment Act. All construction must comply with federal labor standards and applicable federal, state, and local law. A lien release is required before final payment.
