About this opportunity

The City of Miami Beach is conducting a procurement to establish a prequalification pool of contractors for flooring materials, related supplies, and services through Invitation to Bid (ITB) 2022-253-WG. The procurement seeks contractors capable of providing comprehensive flooring solutions across three distinct categories: sales and delivery of flooring supplies, sales/delivery/installation of flooring supplies, and installation of flooring supplies. Targeted flooring materials include indoor/outdoor resilient, ceramic, porcelain, wood, hardwood, linoleum, rubber, vinyl, broadloom, carpet tile, epoxy, and hybrid materials. Contractors must submit detailed applications demonstrating business operational history, management structure, and previous project experience, with specific licensing requirements mandating either a Miami-Dade County or State of Florida contractor license for installation services. The initial prequalification pool was originally awarded on June 22, 2022, with the current contract term extending through June 21, 2025, during which the City may periodically add additional contractors. When specific flooring work is required, prequalified contractors will be invited to submit statements of work and costs through an Invitation to Quote (ITQ), with the City selecting the contractor offering the optimal combination of services and cost.

The procurement does not explicitly designate specific set-aside provisions for disadvantaged enterprises, though sustainability requirements are prominently featured. Contractors must provide floor coverings certified by third-party standards and meeting specific environmental criteria, including being phthalate-free, low-VOC, and free of certain chemicals. Background check compliance, uniform standards adherence, and comprehensive insurance documentation are mandatory. While specific budget ranges are not detailed in the provided documentation, the prequalification pool suggests multiple contractors may be selected to provide flexibility in procurement. Contractors must demonstrate robust operational capabilities, including the ability to handle various flooring installation and supply requirements across municipal departments. The City's approach indicates a preference for maintaining a flexible, competitive pool of vendors who can quickly respond to municipal flooring needs while meeting stringent quality and environmental standards.
