About this opportunity

Schoharie County, New York is seeking proposals for a comprehensive Classification, Compensation, and Staffing Study. The county aims to ensure it offers a competitive compensation and benefits structure along with equitable and professional job classifications to address its operations and staffing needs. The selected vendor will be required to perform an in-depth analysis of the county's staffing structures, compensation, and job classifications. This will involve measuring and analyzing base salary, pay/step, job classifications, and any other incentive-based or classification-based compensation options. The study must compare the county's compensation and job classifications to similarly sized municipalities, as well as nonprofit and for-profit organizations, to ensure the county's pay and benefits are competitive. The vendor will also be tasked with recommending adjustments to the county's pay plan and determining appropriate staffing levels for its public safety and EMS services. Proposals are due by March 15, 2024, and the contract is expected to commence on May 1, 2024 for a one-year term.

This solicitation does not include any service-disabled veteran-owned, minority-owned, women-owned, or disadvantaged business set-aside requirements. The county has not awarded an identical or substantially similar contract within the past five years. Pricing terms require a total cost for completing the project as well as individual task pricing, with travel expenses to be included in the lump sum fee. The county has not provided an estimated budget for this work.

Opportunity text

Schoharie County strives to offer a competitive compensation and benefits structure along with equitable and professional job classifications to address County operations and staffing. In order to meet this goal, the County seeks vendors to perform an in-depth analysis of staffing structures, compensation and job classifications within County departments and services.

The Classification and Total Compensation Study and Staffing Analysis must measure and provide analysis on (a) base salary, (b) pay/step, (c) job classifications and (d) any other incentive-based or classification-based compensation options.

To ensure validity and applicability, the county requests the job classifications and compensation analysis be completed using similarly sized and structured municipalities for comparison. To ensure the local labor competitive market is considered, we request that the Consultant recommend comparator counties for consideration as well as those used for less in-depth studies. Additionally, some job classifications may benefit from being compared to similar job classifications within nonprofit and for-profit organizations.

The County's objectives are to:

  • Provide justifiable pay differential between individual classes.
  • Compare competitive pay ranges with comparable government, nonprofit and/or for-profit organizations performing the same or similar functions.
  • Compare actual employee salaries with comparable government, nonprofit and/or for-profit organizations performing the same or similar functions.
  • Compare pay, step plans and special assignment pay with comparable government, nonprofit and/or for-profit organizations performing the same or similar functions.
  • Ensure the County provided total compensation and benefits package is competitive.
  • Recommend pay structure that will provide advancement opportunities while minimizing salary overlap between levels of responsibility.
  • Recommend adjustments to the pay plan to adequately reflect base pay, levels of steps and competitive compensation per classification.
