About this opportunity

The State of South Dakota, specifically the Department of the Military, is seeking a janitorial services contractor for the Combined Support Maintenance Shop (CSMS#1) located in Mitchell, SD. The Request for Proposal (RFP) requires a contractor to provide comprehensive cleaning services for approximately 14,227 square feet of facility space, including all necessary personnel, equipment, tools, materials, and supervision. The primary objective is to maintain a clean, healthy, and safe work environment, with cleaning services to be performed primarily after business hours during the facility's Tuesday through Friday operating hours of 6:30 am to 5:00 pm. Key deliverables include daily, weekly, monthly, and bi-annual cleaning tasks for entrances, lobbies, corridors, stairwells, auditoriums, classrooms, conference rooms, restrooms, locker rooms, and showers. The proposal evaluation will focus on specialized expertise, technical competence, resources availability, past performance, and ability to meet project requirements. The RFP is posted on September 26, 2025, with proposals due on October 17, 2025, and potential contract inquiries to be emailed to Bradley.m.stege.nfg@army.mil by the specified deadline.

The RFP does not explicitly specify set-aside designations or restrictions for specific types of organizations. The contract is anticipated to run from November 1, 2025, through October 31, 2030, with the State reserving the right to extend the contract for up to four additional one-year options, for a total potential contract duration of five years. Contractors must use environmentally safe, biodegradable, and low-VOC cleaning products, with a goal of 100% "green" products as defined by Green Seal standards. The successful bidder will be required to provide comprehensive insurance coverage and comply with federal, state, and local regulations. While specific budget ranges are not detailed, payment will be made monthly based on an agreed-upon bid rate, with invoices requiring specific documentation. The contract may be funded through cooperative agreements with the Federal Government, and performance will be evaluated monthly, with potential contract cancellation for repeated service deficiencies. The contractor must also maintain strict security protocols, including proper storage and handling of proximity cards and keys.
