About this opportunity

Sarasota County is pursuing a sole source procurement for supervisory control and data acquisition (SCADA) products from Mission Communications, LLC, to be facilitated through AWC, Inc., the exclusive authorized distributor for these products in Florida. The procurement focuses on acquiring specialized SCADA equipment including circuit boards, remote telemetry circuit boards, alarm controls, and related technology essential for water and wastewater operational monitoring. The specific technical requirements involve implementing 92 alarm monitors and 5 circuit boards for remote telemetry units that will enable staff to monitor and respond to emergencies in remote lift stations and treatment plant locations. The solicitation was released on April 28, 2025, with a response deadline of May 1, 2025, at 5:00 pm, requiring electronic submission through a secure procurement portal. Vendors must be explicitly authorized by Mission Communications, LLC to participate, and the county reserves the right to convert to a competitive solicitation if alternative vendors can demonstrate equivalent product capabilities.

The procurement is strictly limited to vendors authorized by Mission Communications, LLC, with no specific set-aside designations for disadvantaged enterprises mentioned in the documentation. AWC, Inc. is confirmed as the exclusive distributor for Mission Communications' products in the Eastern Time Zone portion of Florida, as verified by correspondence dated January 1, 2025. The contract represents a three-year renewal period from 07/17/2025 to 07/16/2028, with an estimated expenditure of $900,000.00 per fiscal year and a cumulative authorization not to exceed $200,000.00 per fiscal year. The solicitation includes provisions for potential vendors to submit an Intent to Sole Source Response form if they believe they can provide the specified goods or services. Compliance with Florida statutes, public records requirements, and specific vendor eligibility criteria will be mandatory for any potential contractors. The procurement is managed by Elena Diesen, a Procurement & Contracts Specialist in the Office of Financial Management, and is part of Sarasota County's ongoing SCADA Master Plan implementation.
