About this opportunity

The Illinois State Board of Education is requesting proposals for statewide training and development on restraint, time out, and isolated time out practices for educators, with proposals due August 26, 2026 and a pre-submission conference on July 29, 2026. This procurement (27-586SBE-FINAN-B-53419) carries a Business Enterprise Program (BEP) participation requirement: offerors must demonstrate either self-performance capability if BEP-certified or identify BEP-certified subcontractors to meet assigned goals, with aspirational targets of 30 percent for general state contracts. The Commitment to Diversity evaluation factor constitutes 40 of the 288 available points and requires documented evidence of subcontracting relationships with women-, minority-, and disability-owned businesses; DEI spend and workforce representation; and written DEI policies.

The scope requires development and delivery of comprehensive professional learning modules covering at least 8 hours of instruction in crisis de-escalation, restorative practices, trauma-informed practices, behavior management, and Illinois regulations regarding restraint and timeout procedures. The vendor must develop and manage a learning management system, maintain virtual communities of practice, host 15 in-person workshops and 5 virtual workshops annually across Illinois, and provide individualized assistance to schools found in noncompliance. All work must be performed in the United States. The vendor must comply with FERPA, the Illinois School Students Records Act, and SOPPA; maintain Professional Liability Insurance with $1,000,000 per claim limits and Cyber Liability Insurance with $2,000,000 per claim and aggregate limits; and submit monthly progress reports. Liquidated damages of $3,112.43 per calendar day apply for delays up to thirty days. Data must be stored in continental U.S. locations with AES-256 encryption.

The initial contract term runs July 1, 2027, through June 30, 2029, with a maximum total term not to exceed 10 years including renewals. Indirect costs are capped at 8 percent. Questions are due August 12, 2026. Evaluation is based on technical requirements (200 points), commitment to diversity (40 points), and pricing (48 points). Approximately 75 percent of initial-period funding derives from federal sources under the Stevens Amendment. A $15 Minority Contractor Opportunity Initiative fee applies to any awarded contract exceeding $1,000.
