About this opportunity
The Illinois State Board of Education is requesting proposals for statewide training and development services on restraint, time out, and isolated time out practices, with proposals due June 8, 2026. The procurement is structured as an RFP with evaluation across technical requirements, commitment to diversity, and pricing.
The scope requires the vendor to develop and deliver online professional learning modules (at least 8 hours covering crisis de-escalation, restorative practices, trauma-informed practices, behavior management, and Illinois RTO regulations), establish and manage a learning management system, conduct 15 in-person workshops and 5 virtual workshops annually across Illinois, maintain virtual communities of practice for each professional learning area, and provide individualized assistance to schools and districts found noncompliant with state regulations. The vendor must demonstrate at least three years of prior experience developing online professional learning and capacity to develop and manage a learning management system. Professional Liability Insurance of at least $1,000,000 per claim and $1,000,000 annually, and Cyber Liability Insurance of at least $2,000,000 per claim and in the aggregate, are required. Data must be encrypted using FIPS 140 standards with AES-256 encryption and maintained in the continental United States. Liquidated damages of $3,112.43 per calendar day apply for failure to meet deliverable dates.
The contract term runs July 1, 2026 through June 30, 2029, with a maximum total term not exceeding ten years including renewals. Pricing is firm, with indirect costs limited to 8 percent of total costs. Approximately 75 percent of initial funding derives from federal sources under the Stevens Amendment.
Evaluation allocates 200 points to technical requirements (mandatory requirements with evidence, proposed technical solution, synchronous professional development and support, and continuous improvement plan), 40 points to commitment to diversity, and 48 points to pricing. The Business Enterprise Program Utilization Plan is mandatory. All vendors must complete vendor disclosure or IPG Active Registered Vendor Disclosure forms, technical response, offer form, Commitment to Diversity documentation with supporting verification, and pricing through BidBuy.
