About this opportunity

The California Department of Transportation (Caltrans) is soliciting competitive sealed bids for a Small Business Minor B contract to update regular signs with enhanced LED signs on State Highway 805 in San Diego County at the exit ramp of Governor Drive (post mile 24.275). The project scope includes installing a complete LED enhanced sign system with associated electrical work such as conduit installation, pull box placement, conductor routing, and edge-illuminated sign controllers, along with fourteen line items encompassing lead compliance planning, traffic control systems, portable changeable message signs, job site management, water pollution control preparation, and street sweeping. The estimated project magnitude is $110,500.00, and all work must be completed within 30 working days of contract award. Prospective bidders must be certified as Small Businesses under Section 2-1.05 at the time of bid opening and contract award; no pre-bid meeting is scheduled. Quote submissions must be submitted by email only to Jomlonglak.Kamaay@dot.ca.gov by March 6, 2026 at 2:15 p.m., with contract award to be made within 30 days of bid opening to the lowest responsible bidder. Required bid submittals include completed forms such as Price Quote Proposal Sheets, Subcontractor List, Contract Requirements, Small Business Status Certification, California Company Preference, Contractor Certification Clauses, California Civil Rights Laws Certification, Darfur Contracting Act Certification, and In-Use Off-Road Diesel-Fueled Vehicle List, with additional documentation including payment bonds and certificates of insurance required at contract award.

This procurement is restricted to certified Small Businesses under California Public Contract Code Section 2-1.05, and no Disabled Veteran Business Enterprise (DVBE) contract goal has been established, although the Department encourages bidders to obtain DVBE participation. Any bid exceeding $461,000.00 will be rejected per Public Contract Code Section 10105(b), effectively capping the contract value. If the total bid exceeds $25,000, the successful bidder must furnish a payment bond equal to at least 100 percent of the total bid amount; a performance bond is not required. Prevailing wages may apply under Section 7-1.02K(2) if the contract amount exceeds $15,000 for alteration, demolition, repair, or maintenance work. The estimated project cost of $110,500.00 will be funded through the Department's construction program, and no incumbent vendors or existing contractors are referenced in the solicitation materials.
