About this opportunity
The California Department of Transportation (Caltrans) is issuing a Small Business Minor B solicitation for building construction services at the Elk Hills Radio Vault located in Kern County, California, approximately 10 miles west of Interstate 5 and 23 miles southwest of Bakersfield. The project entails the removal of an existing cement block wall building, concrete foundation, antenna tower, and associated equipment, followed by construction of a new pre-engineered concrete building measuring 11.3 feet by 14 feet, a 40-foot-tall antenna tower, and related infrastructure on a 50-foot by 50-foot leased property in an active oil field. The scope of work includes ten line items: modifying existing electrical service, lead compliance planning, daytime-related overhead, traffic control systems, portable changeable message signage, job site management, water pollution control programs, temporary concrete washout, treated wood waste disposal, and building construction. Qualified contractors must possess either a Class A license or applicable Class C license and demonstrate compliance with all prevailing wage requirements as determined by the California Department of Industrial Relations. Bids must include certifications regarding nondiscrimination, California civil rights laws, Darfur Contracting Act compliance, and environmental health hazard assumptions of risk. The contract completion timeline is 60 working days, and electronic bid submissions are due by 2:15 p.m. on January 29, 2026, to eva.clark@dot.ca.gov; no pre-bid meeting is scheduled.
This procurement is restricted to contractors certified as Small Businesses under section 2-1.05 at the time of bid opening and contract award, with Caltrans establishing no Disabled Veteran Business Enterprise (DVBE) contract goal but actively encouraging DVBE participation. Any bid exceeding $461,000.00 will be rejected per Public Contract Code Section 10105(b), and bids currently in default on other Caltrans contracts will be rejected as non-responsive. Payment bonds and insurance will be required at the time of award for the selected low bidder. The estimated project cost is $244,000.00, with pricing submitted on a unit price basis across the 22 project plans included in the bid package. Contractors must provide business information, state contractor's license number and classification, federal identification number or social security number, and Department of Industrial Relations registration number as part of their proposal submission. Electronic signatures are accepted as legally binding equivalents to handwritten signatures on all required documentation.
