Subject: FOUNDATION REPORT FOR THE ELK HILLS RADIO VAULT REPLACEMENT
Scope of Work
Per your request dated March 29, 2023, this Foundation Report has been prepared for the proposed Elk Hills Radio Vault Replacement project in southeastern Kern County, Figure 1. The existing and proposed Radio Vault consists of a cement block wall building, a tower, and a radio antenna. The purpose of this report is to summarize the investigation performed and to provide geotechnical recommendations for the construction of the new Radio Vault at the Elk Hills facility. The recommendations presented in this report are based on the Foundation Plan Sheets dated July 28, 2022, a subsurface investigation performed by this Office on May 17, 2023, and information provided by the Office of Transportation Architecture (OTA) in the request.
Project Description
This project proposes to remove the existing facility and to construct one pre-engineered concrete building, a 40-foot-tall tower and antenna. The project location is contained within a 50 ft. by 50 ft. leased property on top of a hill in an active oil field of the Shell oil company. The new 11.3 ft. by 14 ft. building will consist of precast concrete walls supporting a reinforced concrete slab roof founded on a 2-foot-wide continuous strip footing. The square footing foundation for the new antenna tower is shown to be 12.5 ft. by 12.5 ft. by 5 ft.
deep and the location of the new antenna tower will be within 2 ft. of the existing antenna. The request states a maximum service load bearing pressure of 2500 pounds per square foot for the new building and antenna tower. .
Elevations referenced within this report are based on North American Vertical Datum of 1988 (NAVD 88).

Figure 1 shows the project site location of the Elk Hills Radio Vault in the Antelope Hills, approximately 10 miles west from Interstate 5, about 23 miles Southwest of the City of Bakersfield.
Field Investigation and Field Testing Program
Our investigation began with researching existing Caltrans geotechnical data of the area including searches in GeoDOG and BIRIS and gaining input from local Caltrans Maintenance staff in an attempt to locate and review pertinent existing subsurface information. No As-builts or existing geotechnical data was found. In May 2023, our field investigation included advancing three, 4-inch diameter hand auger borings to a maximum depth of 4 ft. near the proposed foundation locations see Appendix 3 – Boring Records. The hand auger borings were used to evaluate the shallow subsurface soils and to retrieve soil samples. (Figures 2 and 3). The samples were submitted to the Caltrans laboratory for particle size analysis and corrosion potential testing.

Laboratory Testing Program
The 3 soil samples obtained during our field investigation were submitted to the laboratory for testing including, corrosion potential and particle size . The results of the laboratory testing program are presented as Appendices 1 and 2.
Site Geology and Subsurface Conditions
According to the Geology map of California, California Department of Conservation, 2010, the material present at the project location are recent Pliocene and Pleistocene aged, non-marine deposits (QPc). These deposits consist of loosely consolidated sandstones, shales, and gravels. The project site lies within the North Belridge Oil Field of the Antelope Hills which is located within the southwest portion of the San Joaquin Valley.
Figure 4 – Geology Map of the Project area.
Page 5 of 16 EA: 06-1C010/EFIS:0621000001
The project site and surrounding area generally consists of hilly terrain of the Elk Hills which protrudes through the San Joaquin Valley floor. The site is located atop a hill in an active oil producing location. The ground surface elevation at the project site is approximately 1,270 ft. in elevation. The hilltop was flattened, and a dirt road was cut into the hillside to access the existing tower and building. Utilities such as above and underground pipelines and powerlines exist throughout the site and surrounding areas. Surface water predominantly drains eastward from the Antelope Hills towards SR33.
The description of the subsurface condition is based on the soil samples collected during our field investigation. Based on our findings, the upper 4 ft. of soil generally consisted of silty sand with trace gravel. The granular material ranges in estimated densities from loose to medium dense.
Groundwater
Groundwater was not encountered or observed during our recent site investigation. According to the California Department of Water Resources - Sustainable Groundwater Management Act web site, the groundwater is shown to be greater than 100 ft. below ground surface at project site. A groundwater elevation of 1,170 ft. can be used for foundation analysis and design.
As-Built Data
At the time of writing this report, no As-built plans were provided nor could any As-builts be located for the existing Elk Hills Facility.
Corrosion Evaluation
Two soil samples were submitted for corrosion testing, the results for those samples are presented below in Table 1. Based on current Caltrans’ standards, the site is considered non-corrosive to foundation elements.
Table 1 - Soil Corrosion Test Summary Auger Hole

Corrosive?
1 3 to 4 1995 8.48 N/A N/A NO 2 3 to 4 2463 8.86 N/A N/A NO
Caltrans currently defines a corrosive environment as an area where the soil has either a chloride concentration of 500 ppm or greater, a sulfate concentration of 1500 ppm or greater, or has a pH of 5.5 or less. Soil is not tested for chlorides and sulfates if the minimum resistivity is greater than 1,500 ohm-cm.

Seismic Design Information and Recommendations
Seismic design and site seismicity are determined per 2022 California Building Code (CBC) Section 1613. This section utilizes ASCE 7-16, Minimum Design Loads for Buildings and it is understood the proposed building is considered a Category Risk II structure.
The soil profile Site Classification is determined in accordance with ASCE chapter 20. As determined from Table 20.3-1 of the ASCE 7-16, the foundation material beneath the project site is assumed to be Classified as Type D, Stiff Soil, a material class 4 as per Table 1806.2 CBC). The spectral accelerations for the short or 0.2 second period (SS) and 1 second period (S1) are obtained from seismicmaps.org, as per the Caltrans Manual for Foundation Reports for Buildings and Miscellaneous Structures, January 2020. The CBC was also used to determine the short period site coefficients Fa = 1.05 and Fv =1.86 per Tables 1613A.2.3 (1&2), and to calculate SMS and SM1. SDs and SD1 values were calculated using 2/3 of SMs and 2/3 of SM1, respectively. Table 2 summarizes the recommended Seismic Parameters for the site at Latitude 35.269463 degrees, longitude -119.407889 degrees.
Table 2: Maximum Considered Earthquake Response Spectral Parameters

The site is not located in an area shown as potentially liquefiable on the State Seismic Hazard Map. Static groundwater is believed to be more than 50 ft.
below the surface. The soils underlying the site are not saturated well graded granular soils, therefore the potential for liquefaction is considered negligible.
There are no known faults crossing beneath or extending toward the site, the potential for surface rupture is considered negligible.
Foundation Recommendations
The following recommendations for the proposed Elk Hills Radio Vault Replacement are based on the Foundation Plans dated July 28, 2022, strip footings for the building and square footing for the antenna tower, and as provided in Table 3 below. At the time of writing this report, the proposed building foundation elevations had not been specified, so the recommended footing depths are referenced from the assumed finished grade. Ideally, the strip footings would be founded on native material at a minimum of 2 ft. below existing and finished grade. Overexcavation and recompaction of the native material is recommended directly beneath the footing footprint, to help achieve the required bearing at this depth.
Page 8 of 16 EA: 06-1C010/EFIS:0621000001
Square Footings and Continuous Strip Footings
We recommend overexcavation and recompaction to promote unity and homogeneity of the material and to simplify construction methods of the foundational material. The limits of the overexcavation may be revised during construction inspections and this Office can provide construction assistance if requested.
All proposed structure foundations shall be placed on compacted material. All footing foundation material should be overexcavated and recompacted granular native material for 1 ft. directly below bottom of footings, compacted to 95% relative compaction. The required Allowable Soil Pressure of 2500 psf at the building and tower foundations will be attained by following the recommendations provided in this section.
The Nominal Bearing Resistance of the compacted foundation material beneath the footings was determined by using AASHTO Bearing Resistance equation 10.6.3.1.2a-1 with a friction angle of 30 degrees, unit weight of 120 pcf and a shape factor Sgamma of 0.6. A Factor of Safety of 3 was utilized to calculate the Allowable Soil P ressures from the Nominal Bearing Resistance in the following Table 3. Footings should be founded a minimum of 2 f t . below the lowest adjacent f inished grade and be a minimum of 2 ft. wide.
Resistance to lateral displacement of foundations may be computed using a coefficient of friction for sliding of 0.25 multiplied by the effective dead load per CBC Table 1806.2, Presumptive Load Bearing Values. Additional lateral resistance can be achieved by considering passive soil resistance against the vertical projection of the foundation equal to an equivalent fluid pressure of 150 psf per foot of depth from Table 1806.2. Slab subgrades should be composed of non-expansive, predominantly granular soil, with the top 6 inches compacted to a minimum of 92% relative compaction or as shown on plans.

Notes to The Structural Designer (Shallow Foundations)
The proposed foundations shall be placed on compacted material. To achieve uniformity, the foundational material should be composed of native material recompacted to 95% relative compaction. The extent of the compacted material should extend a minimum of 1 ft. vertically beneath foundation bottom.
Construction Considerations (Shallow Foundations)
Existing underground utilities have been installed at the site and may be encountered during excavations. After removal of any utility or manmade elements, over excavation and re-compaction to 95% Relative Compaction with native foundation material should be performed.
Concrete Slabs on Grade
Building floor slabs can be designed using the modified subgrade reaction modulus, Ks, of 120 psi/in per Table 11, Section 2.11.3, The Caltrans Foundation Report for Buildings and Miscellaneous Structure Guidance, January 2020.
Floor Slab Moisture Barrier
The potential for seasonal shallow perched groundwater to be at or near footing is considered low, upward capillary moisture intrusion into building floor slab is not anticipated. A polyethylene membrane with a minimum thickness of 6 mil can be placed over 4 inches of clean sand to minimize upward capillary moisture, and maybe required per CBC Section 1805.2. - Dampproofing.
Differential Settlement
To minimize differential settlement, uniformity of compacted foundation material is recommended beneath all footings. Most settlement of the non-cohesive foundation soils should occur during compaction and construction activities, and therefore the differential settlements should less than 0.5 inch.
