About this opportunity

The California Department of Transportation (Caltrans) is soliciting bids for a Small Business Minor B construction contract to perform main lane and ramp pavement rehabilitation at the Winterhaven Agricultural Inspection Station on westbound Interstate 8 in Imperial County. The project encompasses roadway excavation (10 cubic yards), aggregate base installation (3 cubic yards of Class 2 base), hot mix asphalt placement (700 tons of Type A), jointed plain concrete pavement work (5 cubic yards), cold planing of existing asphalt (2,311 square yards), thermoplastic and contrast stripe striping (approximately 4,050 linear feet combined), and traffic control systems. The work must be completed within 20 working days, with quotes due by 2:15 p.m. on February 17, 2026, submitted exclusively by email to Jomlonglak.Kamaay@dot.ca.gov. Caltrans will award the contract to the lowest responsible bidder within 30 days after quote opening. Bidders must submit itemized, unit price-based proposals accompanied by contractor license information, federal identification numbers, Department of Industrial Relations registration, nondiscrimination certifications, environmental compliance plans, and subcontractor lists. The evaluation will be based on lowest bid, and contractors currently in default with Caltrans may have their bids rejected as non-responsive.

This procurement is restricted to contractors certified as Small Businesses under Section 2-1.05 at the time of quote submission and contract award, or those with complete applications submitted to the Department of General Services by 5:00 p.m. on the bid opening date. While no Disadvantaged Veteran Business Enterprise (DVBE) contract goal has been established, Caltrans encourages bidder participation from such enterprises. Payment bonds equal to at least 100 percent of the total bid amount are required if the bid exceeds $25,000, and prevailing wage requirements apply given the contract scope exceeds $15,000 for maintenance, repair, and alteration work. The estimated project cost is $352,000.00, with any bids exceeding $461,000.00 subject to rejection per Public Contract Code Section 10105(b). The project utilizes the 2025 Caltrans Standard Specifications and Standard Plans, and insurance will be required at the time of award if the company is selected as the low bidder.
