About this opportunity

The California Department of Transportation (Caltrans) is seeking qualified contractors to modify roadside weather information systems (RWIS) across Kern, Kings, and Madera Counties through an Invitation for Price Quote (IFPQ) designated as Contract Number 06A3292. The project encompasses seven line items delivered on a lump sum basis, including modifying RWIS installations, lead compliance planning, construction area signs, traffic control systems, portable changeable message signs, job site management, and water pollution control programs. Work scope involves installing and configuring RWIS components—including temperature and relative humidity sensors, wind speed and direction monitors, present weather and visibility sensors, enclosures, cables, and associated electrical equipment—at seven distinct locations along State Routes 5, 41, 46, 58, 99, and 145. Bidders must hold a valid Class C-10 contractor's license and be certified as a Small Business under Section 2-1.05 at both the time of quote submission and contract award. Price quote submissions must be submitted by email only to arlena.tedder@dot.ca.gov no later than 2:15 p.m. on April 29, 2026, with work completion required within 25 working days of contract execution. The estimated project cost is $409,600.00, with Campbell Scientific, Inc. components specified at $185,632.72 (including tax, excluding shipping), and contract award will be made to the lowest responsible bidder within 30 days after bid opening.

This procurement is restricted to certified Small Businesses, with no pre-bid meeting scheduled and no established DVBE contract goal, though the Department encourages bidders to obtain DVBE participation. Any bid exceeding $484,000.00 will be rejected per Public Contract Code Section 10105(b). Payment bonds equal to at least 100 percent of the total bid are required if the bid exceeds $25,000, while performance bonds are not required. Successful bidders must submit comprehensive documentation at contract award, including a Subcontractor List, Small Business Status certification, California Company Preference form, various civil rights and compliance certifications, an In-Use Off-Road Diesel-Fueled Vehicle List, Certificate of Insurance, and Payee Data Record. Contractors refusing to execute awarded contracts within required timeframes may face liability equal to actual damages or 10 percent of the bid amount (whichever is less) and may be listed as ineligible for future Caltrans projects. The award value is capped at $484,000.00, with the estimated project magnitude at $409,600.00.
