About this opportunity

The California Department of Transportation (Caltrans) is seeking a qualified Small Business contractor to perform wildlife infrastructure improvements along Route 101 in Santa Clara County, specifically between Coyote Creek Bridge and Utility Facilities Undercrossing (post miles R19.2 to R21.6). The project involves installing wildlife exclusion fencing, gates, and wildlife escape ramps with specific environmental management requirements. Key deliverables include 940 linear feet of chain link fence, 4 wire mesh gates, 2 chain link gates, 12,120 linear feet of fence removal, and 12,030 linear feet of wildlife fence with metal posts. The project also requires comprehensive environmental mitigation tasks such as lead compliance planning, traffic control system management, water pollution control, temporary drainage inlet protection, soil decompaction, and erosion control. The estimated contract value is $418,000, with a strict completion timeline of 80 working days. Proposals are due on May 15, 2025, and must be submitted electronically to arlena.tedder@dot.ca.gov, with a critical restriction that bids over $461,000 will be automatically rejected.

This procurement is exclusively reserved for certified Small Businesses, with contractors required to possess either a Class A or applicable Class C license at the time of quote submission. While Caltrans has established no specific Disabled Veteran Business Enterprise (DVBE) contract goal, they actively encourage DVBE participation. Bidders must submit various certifications demonstrating compliance with civil rights, nondiscrimination regulations, and small business status. Payment bonds and insurance will be mandatory for the awarded contractor. The project involves working in environmentally sensitive areas, necessitating careful management of habitats and species protection zones. Financial considerations include potential penalties for contractor default, which could include liability for damages or future contract ineligibility. Successful contractors must navigate complex environmental stewardship requirements while maintaining precise construction standards for wildlife infrastructure integration.
