About this opportunity
The California Department of Transportation (Caltrans), Division of Procurement and Contracts, is soliciting price quotes through an Invitation for Price Quote for raised rumble bar installation in San Diego County, a Small Business Minor B contract reserved for certified Small Businesses under section 2-1.05, with quotes due by email by 2:15 p.m. on November 4, 2026. Caltrans establishes no DVBE contract goal but encourages DVBE participation. Bids exceeding $484,000 will be rejected under Public Contract Code 10105(b). Hard-copy bids will not be accepted.
The work installs PreMark In-Lane Rumble Bar kits (PPG PreMark Item ID PM602002, white) on eastbound Route 905 from Post Mile R11.153 to R11.557 in Otay Mesa, roughly 0.404 miles from Airway Road to the Otay Mesa Port of Entry. The scope covers 1,008 linear feet of rumble bars, 48 square feet of aluminum signage, three roadside sign installations, traffic control, lead compliance, water pollution control, and jobsite management across nine priced line items. Contractors must hold a valid Class A license and a State Contractor's License Board license, and must register with the Department of Industrial Relations. Successful bidders must furnish a payment bond equal to at least 100 percent of the total bid and certificates of insurance at award.
The estimated project cost is $142,620, with a quoted material cost of $4,698 excluding sales tax and delivery. The contract is unit price-based. Work must be completed within 20 working days. Award goes to the lowest responsible bidder within 30 days of bid opening. Prevailing wages may apply depending on contract amount thresholds under Section 7-1.02K(2).
Because the project lies within the San Diego County Air Pollution Control District, contractors must use Tier 4 interim or Tier 4 final engines for off-road diesel-fueled vehicles, submit an in-use off-road vehicle inventory at least 15 days before vehicle use, and provide certificates of reported compliance within 10 days of bid opening. Lane closures are restricted around special events, seasonal shopping periods, and designated holidays, with liquidated damages of $1,000 per 10-minute interval for failure to reopen lanes on schedule.
