About this opportunity
The California Department of Transportation (Caltrans) is seeking a certified Small Business contractor to install two traffic census stations in Los Angeles County, specifically targeting areas including Los Angeles City, East Los Angeles CDP, and Lake Los Angeles CDP. The procurement, identified as SB Minor B Contract 07A6221, involves a comprehensive traffic monitoring project with multiple critical components including lead compliance plan development, construction area signage, traffic control systems, job site management, water pollution control program implementation, temporary concrete washout, and traffic monitoring station system installation. The project requires precise unit-based work across eight distinct line items, with each item having a lump sum (LS) pricing structure. Proposals must be submitted electronically to Natalie.Triplett-Best@dot.ca.gov by October 3, 2025, with strict guidelines that bids exceeding $461,000 will be automatically rejected. Bidders must provide comprehensive documentation including business details, small business certification number, state contractor's license information, and Department of Industrial Relations registration number.
The contract specifically mandates that the contractor must be a certified Small Business under section 2-1.05, with no established Disabled Veteran Business Enterprise (DVBE) contract goal, though DVBE participation is encouraged. While payment bonds and insurance will be required for the awarded contractor, there are accessibility considerations, with the department noting that current solicitation documents may have limited digital accessibility. The estimated project magnitude is approximately $260,000, representing a moderate-scale infrastructure and data collection initiative. Potential bidders should be prepared to demonstrate compliance with various regulatory requirements, including proper licensing, insurance, and industrial relations registration. The contract emphasizes technical competence in traffic monitoring systems, construction management, and environmental compliance, with a focus on precise installation and management of census stations across multiple Los Angeles County jurisdictions.
