The project is located at 30933 West Gale Avenue and involves comprehensive roadway rehabilitation, including roadway excavation, hot mix asphalt installation, tack coat application, minor concrete work, and temporary drainage inlet protection. Key deliverables include 1,640 tons of HMA Type A, 790 cubic yards of roadway excavation, 3,555 pounds of steel bar reinforcing, and 41 cubic yards of minor concrete construction. The total estimated project cost is $358,400, with work to be completed within 25 working days. Bid submissions are due by March 10, 2025, and must be emailed to tammy.p.tran@dot.ca.gov, with bids over $461,000 being automatically rejected per Public Contract Code 10105(b).
This procurement is specifically set aside for certified Small Businesses, requiring bidders to possess a Small Business certification at the time of bid opening and hold a Class A contractor's license. While there is no specific Disabled Veteran Business Enterprise (DVBE) contract goal, Caltrans encourages DVBE participation. Prime contractors must comply with lead compliance plans, job site management requirements, water pollution control programs, and provide necessary documentation including federal ID/SSN and Department of Industrial Relations registration number. Contractors currently in default on other Caltrans contracts may have their bids rejected as non-responsive. The contract includes provisions for damages equal to 10% of the bid amount or actual damages if the awarded bidder fails to execute the contract. Payment bonds and insurance will be required upon contract award, and the project includes provisions for temporary drainage inlet protection, street sweeping, and thermoplastic pavement marking with enhanced wet night visibility.
