About this opportunity
Sacramento County's Department of Waste Management and Recycling is seeking a qualified contractor for the SATS Tank Liquids Removal project (Contract #40997), which involves removing approximately 30,000-65,000 gallons of liquid digestate from an above-ground storage tank located at 8550 Fruitridge Road in Sacramento. The project requires a General Engineering Contractor with a Class A or Class B license who can remove, haul, and dispose of the tank's liquid contents at a Sacramento Area Sewer District (SacSewer) approved facility, such as the EchoWater Resource Recovery Facility or Roseville/Watt Liquid Waste Disposal Site. Key deliverables include developing an Odor Control Plan, implementing odor control measures, and providing scale weight tickets and liquid waste discharge manifests for each disposal trip. The bid is scheduled for release on March 12, 2025, with a non-mandatory pre-bid meeting on March 19, 2025. Potential bidders must submit questions by March 21, 2025, at 12:00 pm, and bid submissions are due by April 10, 2025, at 2:00 pm through the Sacramento County Electronic Bidding Portal. Contractors must provide a bid guarantee of at least 10% of the total bid amount and comply with California Air Resources Board's Advanced Clean Fleets Regulation for vehicles over 8,500 lbs.
The procurement does not specify specific set-aside designations for disadvantaged enterprises. The estimated project budget is $170,000.00, with pricing structured across four line items: mobilization/demobilization, liquid material removal/hauling/disposal, an odor control plan, and odor control implementation. Contractors must be certified with SacSewer as a liquid waste hauler and registered with the California Department of Industrial Relations. The contract includes liquidated damages of $1,000 per day for delays beyond the 30-calendar day completion timeline. Contractors will be expected to use non-sparking tools when accessing tanks, develop a spill mitigation and containment plan, and follow strict guidelines for positioning tanker trucks to prevent spillage. Payment for liquid material removal will be calculated by gallon, with one ton of digestate equivalent to 240 gallons. The County will cover the SacSewer disposal fee for each gallon of digestate disposed at approved facilities. The contract will be awarded based on the base bid only, with no additional or deductive items considered.
