About this file
This document is a contract specification for the South Area Transfer Station Tank Liquids Removal project issued by the County of Sacramento Department of Waste Management and Recycling for Contract No. 40997, dated March 2025. The project involves removing liquid digestate from an above-ground storage tank (Tank 1) and transporting it to a Sacramento Area Sewer District (SacSewer) approved facility for disposal. The contract specifies a 30-calendar day completion timeline with liquidated damages of $1,000 per day for delays beyond the established contract completion date. Contractors must prepare an Odor Control Plan, implement odor control measures, and comply with various technical specifications and standard construction requirements.
The contract includes four primary bid items: (1) Mobilization/Demobilization, (2) Tank 1 Liquid Material Removal, Hauling & Disposal, (3) Odor Control Plan, and (4) Odor Control Response Implementation. For liquid material removal, payment will be calculated by gallon, with one ton of digestate equivalent to 240 gallons. The contractor must weigh their vehicle before and after filling with liquid digestate and provide scale weight tickets and a SacSewer Liquid Waste Discharge Manifest for each disposal trip. The County will pay the SacSewer disposal fee for each gallon of digestate disposed at either the EchoWater Resource Recovery Facility in Elk Grove or the Roseville/Watt Liquid Waste Disposal Site in North Highlands. Contractors must also obtain certification with SacSewer as a liquid waste hauler prior to discharging at a SacSewer facility.
