About this opportunity
The Missouri Department of Natural Resources (DNR) has issued a Single Feasible Source (SFS) solicitation (SFS22002106) for SatLink 3 GOES Transmitters to support the Water Resources Center's (WRC) groundwater monitoring network. The procurement seeks SatLink 3 or SatLink 3-Lite data logger/GOES transmitters for 150 wells across the state, with each site requiring a power source, transmission antenna, water-level sensor, and data logger/GOES transmitter. These transmitters are critical for collecting and transmitting groundwater level data via GOES satellite directly to the U.S. Geological Survey's (USGS) automated data processing system. The solicitation was open from April 18, 2022, at 10:00 AM CDT to April 25, 2022, at 2:00 PM CDT, with vendor responses due by the closing date. The contract period will commence on May 6, 2022, for one year, with two optional one-year renewals potentially extending the contract through May 5, 2025. Delivery terms are Free On Board Destination, and payment terms are Net 45 Days. The equipment must be compatible with existing OTT recorders and capable of seamless integration with USGS data processing systems.
The solicitation is open to all vendors and does not specify any set-aside designations or restrictions on organizational types. No incumbent vendor information is provided, and the document does not disclose the estimated total contract value. The procurement appears to require specialized technical equipment with specific compatibility requirements for satellite and data transmission systems. The solicitation emphasizes the technical specifications of the SatLink 3 or SatLink 3-Lite data logger/GOES transmitters, which must interface with the existing groundwater monitoring infrastructure. The primary point of contact for this solicitation is Courtney Lyon at the DNR office in Jefferson City, Missouri. Vendors are responsible for ensuring timely submission of their responses and must allow adequate time for any necessary technical support prior to the solicitation's closing date. The contract will be awarded to a single feasible source based on the equipment's ability to meet the DNR's specific technical requirements for groundwater monitoring data transmission.

WRC currently maintains 150 wells monitoring groundwater levels across the state. Each of these sites consists of several components: a power source (battery), transmission antenna, water-level sensor, and data logger/GOES transmitter. The heart of the installation is the SatLink 3 or SatLink 3-Lite data logger/GOES transmitter. The output from the OTT recorders is designed not only to be received and retransmitted by the GOES satellite, but also received by the U.S. Geological Survey (USGS) and automatically entered in their automated data processing system. Contract Period date of award May 6, 2022 through one (1) year with two (2) optional one (1) year renewals potential expiration date May 5, 2025 CL
