About this opportunity
The Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC) Division of Purchases, is procuring Satellite Phone/Radio and Service through Request for Bid (RFB) 22-210 on behalf of the Department of Highways, KYTC Division of Maintenance located in Frankfort. The solicitation seeks vendors to provide emergency radio/telephone systems and dispatch equipment (Commodity Code 83845), including new system activations for three phone lines, private mode activation for a private group across three lines, monthly dispatch service, emergency referral fees, federal universal service fund fees, and ongoing phone usage charges. The contract consists of six separate line items with varying units of measure, combining one-time activation fees and recurring monthly charges across thirteen months of service. Award will be determined using a best value ranking approach based solely on price, with the lowest-priced bidder receiving the maximum 100 points. Bids are due electronically through the Kentucky eProcurement system by November 4, 2021, at 1:30 PM Eastern Time, with a public bid reading via telephone conference scheduled for 3:00 PM Eastern Time on the closing date. Written questions must be submitted by October 26, 2021, at 4:00 PM, with responses posted by October 27, 2021. The tentative award date is November 19, 2021, with the initial contract period beginning upon award and expiring October 31, 2022, followed by four optional one-year renewal periods subject to written approval from both parties.

All bids must remain valid for a minimum of 90 calendar days after the closing date, and the Commonwealth reserves the right to extend the contract to other state agencies and political subdivisions with vendor consent. No specific award value or budget range is disclosed in the solicitation documents.
