About this file

This document is a procedural guide published by the Commonwealth of Kentucky that outlines the step-by-step process for vendors to submit responses to solicitations through the Kentucky Vendor Self Service (VSS) online portal. The guide covers four primary sections: logging into the VSS platform at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, locating solicitations using keyword searches and advanced filters by category, type, and status, completing online bid responses for Request for Bids (RFB), Request for Quotes (RFQ), and Request for Proposals (RFP), and withdrawing responses when necessary. For RFB and RFQ submissions, vendors must complete all response steps including selecting response type, entering unit prices or contract amounts, specifying delivery days, completing submission checklists, and attaching supporting documents. For RFP submissions, vendors follow a similar process but skip the line-response step and instead submit separate cost, technical, and proprietary documents. The system includes a 30-minute inactivity timeout, and vendors are advised to save changes frequently to avoid losing submitted information.

The document specifies that attachment file sizes are limited to 65,000 KB and provides instructions for file uploads using both Internet Explorer and Google Chrome browsers. Vendors may submit bids with conditions by selecting the appropriate response type and entering explanatory comments. The guide addresses the complete submission workflow, including the ability to add discounts or overall comments in Step 4 and the final review and submission process in Step 5. Responses can only be withdrawn when the solicitation status remains open, requiring vendors to locate their response on the Solicitation Responses tab, click withdraw, and confirm the withdrawal action. No information regarding pricing terms, contract values, set-asides, award amounts, or funding sources is contained within this procedural document.
