About this opportunity

The City of Santa Cruz, California, is soliciting sealed bids through Invitation for Bids (IFB No. PW-0269) for the Santa Cruz RRF Enclosed Flare Station Installation Project, a construction procurement valued at $635,000 (engineer's estimate). The project involves the design, construction, and installation of an enclosed low-nitrogen oxide (NOx) flare station at the City of Santa Cruz Resource Recovery Facility located at 605 Dimeo Lane to serve as a backup landfill gas collection and destruction device. The scope of work includes construction of approximately 3,600 square feet of flare station infrastructure, installation of approximately 200 linear feet of landfill gas header pipe, installation of condensate management and air pipelines, a 92-inch outer diameter by 420-foot tall flare stack with combustion air blower systems and gas handling equipment, trenching and electrical work, concrete foundations, structural steel installation, and installation of a six-foot-high chain link fence with access gates. Bids must be submitted electronically through the City's e-Procurement Portal and are due by March 10, 2026, at 2:00 p.m. local time at the Santa Cruz Public Works Department, 809 Center Street, Room 201, Santa Cruz, CA 95060, at which point they will be publicly opened and read. A mandatory pre-bid meeting is scheduled for February 23, 2026, at 10:00 a.m. at the project site, and questions and clarifications must be submitted by February 27, 2026, at 5:00 p.m. Successful bidders must provide firm-fixed pricing with no escalation, submit a minimum of three client references demonstrating relevant experience within the past five years, comply with prevailing wage requirements and maintain current California Department of Industrial Relations registration, and provide proof of insurance including Professional Liability, Commercial General Liability, Auto Liability, and Workers' Compensation coverage with minimum limits of $2,000,000 per occurrence for general liability and $1,000,000 for automobile liability. The project must be completed within 90 working days from the Notice to Proceed, with liquidated damages of $1,000 per calendar day for failure to meet this deadline.

The solicitation does not identify specific set-aside designations for disadvantaged enterprises, though all contractors must comply with the City's Living Wage Ordinance and prevailing wage requirements. At contract award, the successful bidder must provide a performance bond equal to 100 percent of the contract price, a payment bond of 50 percent of the contract price, and a maintenance bond equal to 10 percent of the contract price, with the maintenance bond remaining in force for one year after official acceptance. Bid security of 10 percent of the proposal amount must accompany each bid submission, and all bidders must acknowledge all addenda, submit a non-collusion declaration, and confirm acceptance of the City's Standard Terms and Conditions and Insurance Requirements. Contractors performing work within City of Santa Cruz limits for more than six days annually must obtain a City business tax certificate. The City reserves the right to reject any and all bids and will award the contract to the lowest responsible and responsive bidder; no incumbent vendors or current contractors are identified in the solicitation materials, nor are there existing vendor or technology integration requirements specified beyond compliance with 2022 California Building Code and ASCE 7-16 standards.
