About this opportunity
The City of Largo, Florida Engineering Services Department is requesting sealed bids for sanitary sewer, reclaimed water, and storm sewer repair services under Contract No. 26-B-868, with bids due October 2, 2026. This is a task-order-based indefinite-quantity contract running from award through September 30, 2027, with the City reserving the right to extend for two additional one-year periods by mutual agreement.
The scope encompasses miscellaneous manhole rehabilitation and sewer repair at various locations throughout Largo as circumstances dictate. Work includes excavation at varying depths (0 to 20+ feet), well-point dewatering, PVC sewer pipe repair (SDR-26 and C-900) in multiple diameters, ductile iron pipe installation, sanitary and storm sewer manhole installation and removal, fiberglass manhole liners, directional boring for HDPE pipe, manhole coring and ring/cover replacement, sewer service laterals, bypass pumping, underdrain replacement, reclaimed water valve installation, and pavement and surface restoration. The bid form includes 47 line-item categories with unit pricing across multiple measurement types (linear feet, square yards, cubic yards, each, and days), with quantities ranging from 2 units to 7,500 square yards.
All material specifications and construction standards are detailed in the accompanying specifications document. The contract price will be determined by multiplying bidders' submitted unit prices by estimated quantities, with final adjustments based on actual work performed. Progress payments are made at 95 percent of completed work with 5 percent retainage; retainage may be released upon substantial completion. Liquidated damages are set at $500 per day for failure to achieve completion within specified task-order timeframes.
Bidders must submit qualifications statements, corporate authority certifications, debarment certifications, non-collusive affidavits, drug-free workplace certifications, trench safety compliance documentation, and foreign-countries-of-concern affidavits. No bid security is required. Questions were due by 5:00 p.m. EST on September 1, 2026. No pre-bid conference was scheduled. The City reserves the right to award separate contracts for various repair methods and to reject any or all bids.
