About this file

This is a Measurement and Payment specification document for a Florida state and local contract opportunity regarding sanitary sewer, reclaimed water, and storm sewer repair work. The document establishes the payment methodology and measurement standards for 47 bid line items encompassing excavation, pipe repair and replacement, manhole installation and maintenance, directional boring, surface restoration, and ancillary services. Key work items include initial and additional excavations at varying depths, well point dewatering systems, PVC and ductile iron pipe repairs in multiple configurations, sanitary and stormwater manhole installation and removal across multiple diameter classes, fiberglass manhole liners, manhole coring and ring-and-cover replacement, and various surface restoration activities including asphalt, concrete, brick, and sodding work. The contract also provides for specialized services such as directional bore HDPE installation, bypass pumping for sanitary sewer flows, underdrain work, gate valve and butterfly valve installation for reclaimed water systems, and emergency work order mobilization with traffic control maintenance throughout the project duration.

Payment for all listed items is based on actual work performed and completed in accordance with contract drawings and specifications, with quantities measured by unit, linear foot, vertical foot, square yard, or day depending on the work type. The specification requires that all mobilization costs, traffic control, sediment and erosion control, testing, insurance, bonding, licensing, and miscellaneous administrative expenses be incorporated into the unit prices submitted in the bid form, with no additional compensation allowed for remobilization unless work suspension exceeds three months through no fault of the contractor. Manufacturer testing and certification costs must be included in unit prices, while density testing for compacted backfill and strength testing for concrete are to be covered under a Testing Lab Allowance in the proposal. The document emphasizes that payment is strictly limited to items explicitly listed on the bid form and measured in place, with no allowance for work beyond the stated scope or depth ranges specified for each pay item.
