About this opportunity

Clackamas Water Environment Services (WES), a district under Clackamas County, Oregon, is soliciting progressive design-build proposals for the Sandy River Force Main River Crossing Project, with proposals due December 3, 2026 at 2:00 PM local time. No set-asides are designated for small businesses, disadvantaged business enterprises, or other protected classes.

The project replaces an 8-inch force main crossing beneath the Sandy River that was exposed and damaged during December 2025 storm events. Scope includes design and construction of a new crossing, evaluation and selection of the optimal alignment and trenchless crossing method, abandonment or removal of the existing crossing, modifications to the Sandy River Lane and/or Timberline Rim pump station connections as required, removal of interim stabilization measures, and testing, commissioning, and startup. Delivery is two-phase: Phase 1 produces a 60% design and Guaranteed Maximum Price proposal, and Phase 2 covers final design, construction, commissioning, and startup.

Selected design-builders must demonstrate financial stability, hold Oregon licensing, provide design-build payment and performance bonds of at least $3 million, and have completed at least one prior progressive design-build project in which the designer and builder worked together. Average Experience Modification Rate must not exceed 1.0. WES anticipates pursuing federal funding for all or a portion of the project and may require compliance with Davis-Bacon Act, Build America Buy America, American Iron and Steel, and other federal labor standards and reporting.

Price accounts for 10 of 100 evaluation points. Proposers submit Phase 1 and Phase 2 lump-sum design and pre-construction fees, fixed percentage fees for overhead and profit, general conditions fees, and a resource-loaded staffing plan. Interviews are estimated for the first week of January 2027, with design-builder selection estimated for the second week of January 2027. Substantial completion is scheduled for October 31, 2027, and final completion for December 31, 2027.
