About this opportunity

Clackamas County Water Environment Services (WES), a district within Clackamas County, Oregon, is soliciting progressive design-build proposals under RFP 2026-80 for a permanent replacement of the Sandy River force main crossing, with proposals due December 3, 2026 at 2:00 p.m. to Clackamas County Procurement Services. Minimum qualifications include design-build payment and performance bonds of at least $3 million, an Oregon-licensed professional engineer in responsible charge, and a documented prior design-build relationship between the designer and builder on a similar project. Proposers must also have completed at least two similar design projects, two similar construction projects, and two progressive design-build projects within the past ten years, and maintain a workers' compensation experience modification rate not exceeding 1.0 for the current and past three years. The design-builder must self-perform a minimum of 35 percent of the combined value of all work items.

The scope covers designing and constructing a new crossing beneath the Sandy River to replace an 8-inch force main exposed by December 2025 storms. Work includes selecting the alignment and trenchless crossing method, abandoning or removing the existing crossing, modifying connections at the Sandy River Lane Pump Station, removing interim stabilization measures, and testing and commissioning. Phase 1 delivers design to 60 percent completion, a guaranteed maximum price proposal, and a permitting strategy by April 1, 2027. Phase 2 completes design, construction, and post-construction tasks. Substantial completion is due October 31, 2027. The RFP sets final completion at December 31, 2027, while the draft agreement lists January 1, 2028. The owner anticipates pursuing federal funding, so the design-builder must comply with Davis-Bacon Act, Build America Buy America, American Iron and Steel, and federal labor standards.

No contract value is estimated in the solicitation. Phase 1 proposals require a lump sum design price, a lump sum pre-construction price, and a fixed percentage fee for overhead and profit. Phase 2 pricing is set through a guaranteed maximum price amendment. The general conditions assess liquidated damages of $500 per day for delays past either completion date. Required insurance includes commercial general liability of $4 million per occurrence and $5 million aggregate, $10 million umbrella liability, $2 million pollution liability, and professional liability of $1 million per occurrence with $2 million annual aggregate.

Evaluation is best-value, scored on Design-Builder Profile (15 points), Project Team (25 points), Experience (20 points), Project Understanding and Approach (30 points), and Fee and Cost Proposal (10 points). Interviews of shortlisted proposers, worth up to 50 additional points, are estimated for the first week of January 2027, with designer-builder selection in the second week of January 2027.
