About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Fish and Wildlife Resources, issued Request for Quote (RFQ) 758 2200000035 for the procurement of specialized sampling nets used in fisheries research and management activities. The solicitation, posted August 17, 2021, with a closing deadline of September 2, 2021, at 1:30 PM ET, requires vendors to supply six distinct types of fishing nets in specific quantities: six Morone Experimental Gill Nets (250 ft.), thirteen Walleye Gill Nets (150 ft.), five Morone Experimental Gill Nets (125 ft.), two Steel Framed Crappie Trap Nets, twenty-one Channel Catfish Hoop Nets, and seven Large Hoop Nets, all classified under commodity code 12065 for Nets and Repair Supplies. The RFQ includes detailed technical specifications for each net type, including precise panel configurations, mesh sizes, twine specifications, depth requirements, and net treatments such as tarring and float/weight placements. Vendors must submit responses electronically through the Kentucky eProcurement System and must be pre-registered in the system prior to bid submission; written questions are due by August 24, 2021, at 10:00 AM ET. Pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis with all Federal Excise Tax and Kentucky Sales or Use Tax excluded, and all proposed pricing must remain valid for a minimum of sixty calendar days following the bid due date. Award will be determined using a best value approach with evaluation criteria weighted as follows: Price (90 points) and Delivery (10 points), with the lowest bidder receiving maximum points for price and subsequent bidders scored proportionally; failure to meet contracted delivery dates will result in a one percent per day deduction from the vendor's invoice.
Kentucky resident bidders are entitled to reciprocal preference, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies serving individuals with severe disabilities receive preference equal to fifteen to twenty percent of maximum points. All responsive bids must include pricing for all line items; bids failing to quote all items will be rejected as non-responsive. Vendors must comply with multiple statutory requirements including tax registration, Secretary of State registration for foreign entities, and submission of required affidavits and certifications prior to award, such as the Annual Affidavit establishing compliance with campaign finance laws, sales and use tax registration, and trade relationship restrictions. Past vendor performance will be considered in award decisions. The RFQ documents do not specify an estimated contract award value, contract term length, renewal options, or identify any incumbent vendors or current contractors. The Commonwealth reserves the right to cancel the RFQ if the number of responses exceeds available funding or if responses do not represent best value to the state.
