About this opportunity

New Kent County, Virginia, acting on behalf of the Army National Guard Military Training Center Directorate of Public Works at Fort Pickett, is soliciting bids for road maintenance salt, snow removal sand, #33 Select Stone, and Crush and Run Class 21 B aggregate, with bids due electronically through eVA by 10:00 a.m. on September 24, 2026.

The procurement carries a tiered small-business set-aside structure: award will first go to the lowest responsive and responsible DSBSD-certified micro business if the bid does not exceed $10,000, then to a DSBSD-certified small business if the bid does not exceed $100,000, and finally to the lowest responsive and responsible bidder of any size if prior tiers do not apply, provided the agency determines price is fair and reasonable.

Scope requires delivery of 80 tons of VDOT Road Maintenance Salt to location T0229, 160 tons of sand for snow removal to location T0229, 1,000 tons of #33 Select Rock to the DPW Rock Quarry, and 1,000 tons of Class 21 B Crush and Run material to the DPW Rock Quarry. Bidders must submit pricing on a per-ton delivered basis by material type with a grand total. Quantities should be as close as possible to the tonnage requested without exceeding specified amounts. The winning bidder must schedule delivery within 3 business days of purchase order receipt and complete all deliveries within 7 calendar days thereafter, with allowances for delays due to severe weather. Advance 24-hour notice to the contract officer is mandatory prior to delivery.

Award will be made on a grand total basis to the lowest responsive and responsible bidder. Bid prices must be firm unit prices valid for 90 days. Awarded contractors must provide electronic catalogs in eVA Catalog Interchange Format (CIF) Specification or face bid rejection or contract termination for default. Contractors must maintain all records for five years after final payment or until audited by the Commonwealth, whichever occurs first, and assume all costs for work site damage repair.
