About this file
This document outlines the DMA (Department of Military Affairs) Mandatory Requirements for Valid Invoice Payment Submission, establishing the mandatory invoice components and submission procedures for vendors conducting business with the agency in Virginia. All invoices must include 15 specific items, including vendor identification information, invoice and contract numbers, service or delivery dates, complete job location addresses, itemized line items with quantities and unit prices, and total amounts owed. The DMA requires submission of all invoices for completed goods or services within 365 days of completion or delivery.
The agency reserves the right to request verification of purchase orders, delivery dates, and additional documentation for invoices submitted beyond one year from completion. If the DMA makes multiple unsuccessful contact attempts with a vendor within the 365-day period following service completion, the agency may decline payment obligation. Any payment consideration after 365 days is contingent upon certification of available cash, appropriations, and allotments; if sufficient funds are no longer available, the DMA is not obligated to remit payment. This policy became effective on July 27, 2026.
