About this file
This Special Terms and Conditions document outlines the regulatory requirements and operational procedures for a Commonwealth of Virginia contract opportunity involving salt, sand, and rock for road maintenance and snow removal. The contract specifies that delivery of goods must occur within seven calendar days after receipt of order (ARO), unless the bidder stipulates an alternative timeframe. Contractors are required to provide 24-hour advance notification to Allison Maddox at 434-292-2664 prior to delivery to ensure personnel availability for building access and item verification. All contractors must comply with Virginia's eVA Internet e-procurement solution, and those awarded term contracts must provide electronic catalogs in the eVA Catalog Interchange Format (CIF) Specification or risk bid rejection or contract termination for default.
Award determination follows a tiered priority structure: the Commonwealth will first award to the lowest responsive and responsible DSBSD-certified micro business if the bid does not exceed $10,000, then to a DSBSD-certified small business if the bid does not exceed $100,000, and finally to the lowest responsive and responsible bidder of any size if previous criteria are not met, provided the agency determines the price is fair and reasonable in all cases. Bids must be firm unit prices valid for 90 days, with award made on a Grand Total basis. Contractors are required to maintain all books, records, and documents related to the contract for five years after final payment or until audited by the Commonwealth, whichever occurs first, and must assume all costs for repair of any work site damages resulting from contract performance.
