About this opportunity
The City of Wichita is requesting proposals for the purchase, collection, and removal of scrap metal generated by various city departments, estimated at 600 to 700 tons annually, with proposals due November 6, 2026 and a pre-proposal meeting on October 16.
The scope encompasses collection of scrap metal from approximately ten city locations—including Public Works & Utilities Department sites, Parks & Recreation, and Transit Department facilities—using 15 to 17 containers (20-yard to 30-yard capacity). The contractor must hold three years of experience in similar services, maintain current Kansas business registration, possess a current city solid waste collection vehicle license or commit to obtaining one, and provide certified public scales and an automated weight-ticket system. Commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, comprehensive automobile liability of $1,000,000 per occurrence, pollution liability of $1,000,000, and statutory workers' compensation coverage are mandatory.
The contract term is one year with four optional one-year renewal periods; either party may terminate upon 30 days' written notice. Pricing follows a Federal Reserve Economic Data (FRED) Producer Price Index–based market model: the contractor's proposed cost per ton is deducted from the prior 12-month average market rate, with the net amount remitted monthly to the City via ACH by the 15th of the following month. Annual renewal pricing adjusts based on the subsequent 12-month FRED average minus the contractor's proposed cost.
S/EBE (Small & Emerging Business Enterprise) participation documentation is mandatory if applicable. Evaluation weights project understanding and presentation (30%), technical qualifications and resources (30%), ability to meet terms and conditions (10%), references and past performance (10%), cost (10%), and S/EBE participation (10%). Written questions are due October 23, 2026. Contract award is targeted for January 2027.
