About this opportunity

The City of Wichita is requesting proposals for scrap metal collection, removal, and disposal services for various city departments, boards, and agencies, with sealed proposals due November 6, 2026 at 10:00 a.m., and a mandatory pre-proposal meeting scheduled for October 16, 2026 at 1:00 p.m. at the Central Maintenance Facility. Small & Emerging Business Enterprise Program participation is evaluated as 10% of the proposal score.

The City generates an estimated 600 to 700 tons of scrap metal annually from cleaning, installation, and maintenance operations. The contractor will furnish approximately 15 to 17 containers at designated locations including Public Works & Utilities Department facilities, Brooks Landfill, Water Distribution Facility, Sewage Treatment Facilities, Park & Recreation Department, and Transit Department. The contractor must provide automated, machine-stamped weight tickets, maintain certified public weight scales, and generate monthly itemized statements.

Pricing is structured using a market index approach based on the Federal Reserve Bank of St. Louis Producer Price Index by Commodity (WPU10) for specific scrap metal categories. The contractor's proposed cost is deducted from the prior 12-month average market rate; the net difference is paid to the City monthly by the 15th of the following month via ACH transfer. Fuel surcharges are not permitted. All proposal costs must be inclusive of contractor-provided containers and transportation.

The contract term is one year with four one-year renewal options available by mutual agreement. Annual renewal pricing is adjusted using the subsequent 12-month FRED data average minus the contractor's cost. Mandatory submissions include proof of certified scales, automated weight ticket samples, current occupation tax or business licenses, solid waste collection vehicle licensing proof, and Kansas Department of Health and Environment compliance documentation. Insurance requirements include Commercial General Liability ($1 million each occurrence / $2 million annual aggregate), Comprehensive Automobile Liability ($1 million each occurrence), Workers' Compensation, Professional Liability, Pollution Liability, and Umbrella Liability (all at $1 million limits).

Evaluation criteria are ability to meet terms (10%), project understanding and presentation (30%), technical qualifications and resources (30%), references and past performance (10%), and cost (10%). Written questions are due October 23, 2026 at 5:00 p.m. Contract approval is anticipated in January 2027.
