About this opportunity
Hillsborough County Board of County Commissioners is soliciting competitive sealed bids under ITB-26-00425 for the purchase, removal, transportation, and beneficial use or resale of finished compost from the Hillsborough County Composting Facility, with bids due November 19, 2026 at 2:00 p.m. Eastern Time through the Euna Procurement system. This is a revenue contract in which the contractor pays the County for compost removed, and the County will award to the highest responsive and responsible bidder. The solicitation is open to experienced and qualified contractors.
The County estimates $1.02 million over a five-year term, with annual price adjustments tied to the Producer Price Index for Fertilizer. Approximately 24,000 tons per year of FDEP Class AA compost with an Agricultural Index greater than 10 is available. The facility is located at the Southeast County Landfill Facility in Lithia, Florida.
The contractor must remove compost within three business days of a service request during 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding County-observed holidays. The County may retain up to 10 percent of monthly production for its own use. The contractor supplies end markets, off-site storage sufficient to prevent accumulation at the facility, and transportation, and bears all removal, loading, marketing, and resale costs. Monthly payments are due by the tenth day of the following month, accompanied by documentation of collection dates, volumes, scale ticket numbers, net tonnage, and applicable purchase prices. Attachment A reports monthly FDEP 62-640 F.A.C. test results for July 2025 through June 2026, with arsenic between 1.86 and 3.08 mg/kg dw.
Insurance includes Commercial General Liability, automobile, workers' compensation and employers' liability, and $1,000,000 per occurrence pollution liability, issued by carriers rated A.M. Best A- Class 7 or better. Hillsborough County must be named as additional insured on liability policies, and certificates of insurance are due before services begin. No performance or payment bonds are required. A signed Drug-Free Workplace certification under Florida Statute 287.087 is a condition of bid submission. The solicitation is subject to the Cone of Silence, E-Verify, and IMAGE requirements.
