About this opportunity

Colorado Department of Corrections is soliciting quotes under DQ 2027000148 for pre-approved Sabre and MK ballistic products, with written inquiries due November 6, 2026 at 2:00 p.m. MST and quotes due November 13, 2026 at 4:00 p.m. MST. Only Department-approved manufacturers and specific product item numbers will be accepted for award, and no product substitutions are permitted, so an exact item-number match on Exhibit D determines eligibility to bid.

Scope covers 29 line items across MK-4, MK-9, MK-60, Stinger cell breaching, MK-9 Cell Buster, Ispra Protecto Jet refill aerosol, aerosol grenade, 37mm and 40mm reloading component, and Pepperball launcher categories. Vendors may bid any or all approved items. Delivery goes to the CDOC Central Armory in Cañon City, Colorado, FOB destination with freight prepaid. Pricing must be all-inclusive, rounded to two decimal places, and firm for the purchase order term. Delivery must occur within agreed timeframes, and three failed deliveries may result in disqualification from all future CDOC solicitations for three years or indefinitely. Before purchase order execution, the awarded bidder must provide Colorado Secretary of State good standing, a certificate of insurance, and CORE registration. All contractor personnel delivering goods to CDOC facilities must complete criminal background investigations, fingerprinting, and drug testing within 30 days of award notification. Vendors must disclose any work performed outside the United States or Colorado on Exhibit E and provide written notice within 20 days of contracting, per Colorado Revised Statutes 24-102-205 and 24-102-206. SDVOSB certification documentation is required if applicable.

Annual expenditure is approximately $50,000, with no minimum order quantities or dollar amounts guaranteed. Facilities typically place one essential order per year, with additional orders placed as needed. The term runs January 1 through December 31, 2027. CDOC may award a single or multiple bidders. Annual price increases not to exceed 2.5% per fiscal year may be considered if agreed upon by CDOC and the awarded vendor.

CDOC will award to the responsive bidder whose quote is most advantageous to the Department, with price as the primary consideration. Sample quality and delivery lead time may also be evaluated. The notice of intent to award is estimated for November 17, 2026, and purchase order execution is anticipated for January 1, 2027. Quotes must be submitted electronically via bidnetdirect.com/cdoc with Exhibits A through F. Under the State of Colorado purchase order terms effective September 9, 2026, the State pays within 45 days of receipt and acceptance of correct invoices.
