About this opportunity
The State of Hawaii, Department of Transportation, Harbors Division, is conducting a competitive sealed bid procurement for construction services at Kahului Harbor in Maui County. The project (S30254) involves replacing two fire risers and repairing a portion of the fire suppression system at Pier 1 Shed, with all work to be executed in accordance with National Fire Protection Association Standard 13 (2022 edition). Deliverables include furnishing all labor, materials, and equipment necessary for system removal and disposal, installation of new fire risers and suppression system components, mobilization and demobilization, compliance testing, and painting of all new and existing fire riser and suppression system components. Eligible bidders must possess either a valid State of Hawaii Specialty Contractor's "C-37 Plumbing Contractor" license (when supervised by licensed mechanical engineers or fire protection contractors) or a "C-20 Fire Protection Contractor" license at the time of bidding. Proposals must be submitted through the HIePRO electronic procurement system by June 10, 2026, at 2:00 p.m. Hawaii Standard Time, with all requests for information and substitution requests due by May 27, 2026. The project completion time is 150 calendar days from the Notice to Proceed, with liquidated damages assessed at $150.00 per calendar day for delays. Site visits are encouraged to examine existing conditions and working constraints related to active harbor operations, and the project manager is James Miller of the Department of Transportation Harbors.
The procurement does not specify set-aside designations for disadvantaged enterprises, though a five percent bid adjustment is available for bidders party to apprenticeship agreements registered with the Department of Labor and Industrial Relations. Contractors must comply with Hawaii Revised Statutes Chapter 104 prevailing wage requirements and maintain a minimum of 80 percent Hawaii resident workforce on the project. All personnel requiring unescorted access to secured areas must complete maritime security awareness training and obtain Transportation Worker Identification Credentials due to strict harbor security protocols. Contractors are required to submit site-specific Best Management Practices plans addressing water pollution, dust, and erosion control, and must comply with HDOT Harbors Stormwater Management Plan requirements and applicable federal environmental regulations. Bid security is required at five percent of the base bid and additive alternates. The estimated construction cost is between $250,000 and $350,000, with the contract divided into two lump sum items for Fire Riser System Repairs and Painting.
