About this opportunity
Volusia County, Florida is soliciting bids for the S. James Foxman Justice Center Elevator(s) Modernization project through Invitation for Bid (IFB) #23-B-159LL. The procurement involves comprehensive modernization of four elevators located at 251 N. Ridgewood Ave. in Daytona Beach, specifically including two passenger elevators, a prisoner elevator, and a judges elevator. The project requires full engineering, equipment, labor, and permit procurement to satisfactorily complete elevator upgrades, with a mandatory 12-month warranty period covering preventive maintenance, service, testing, and parts replacement. Contractors must possess an Elevator Contractor license and demonstrate at least 5 years of local market experience within 50 miles of the project site. The total contract time is 300 days, with 270 days allocated for substantial completion and an additional 30 days for final completion. Bids are due electronically by August 24, 2023, at 3:01 pm through the county's eProcurement Portal, with a non-mandatory pre-bid meeting having been held on August 2, 2023.
The procurement includes provisions for local business preferences, offering a 3% bid preference for vendors with a permanent location in Lake, Orange, Osceola, Seminole, or Volusia County for at least six months. The bid documents emphasize opportunities for Disadvantaged and Women-owned Business Enterprises (D&WBE), with a Prime/Subcontractor Form designed to track potential subcontractor participation. Contractors must comply with various certification requirements, including drug-free workplace documentation, public entity crime regulations, and E-Verify compliance. The estimated construction cost is approximately $470,000, with the county retaining 5% of each monthly payment request. Insurance requirements are comprehensive, mandating specific coverage types and limits, including Workers' Compensation, Commercial General Liability, Auto Liability, Excess Liability, Professional Liability, and Installation Floater. Liquidated damages are set at $250 per day for delays beyond the completion date, and the project includes strict background check and security protocols given the courthouse environment.
