About this file
This document is a comprehensive elevator modernization specification for Volusia County's S. James Foxman Justice Center, prepared by Lerch Bates Inc. The project involves modernizing four elevators: Passenger Elevator 1 and 2, Prisoner Elevator, and Judges Elevator. The scope includes complete engineering, equipment, labor, and permit requirements for a full elevator modernization. The contract includes 12 months of preventive maintenance, service, testing, and parts replacement following final acceptance, in accordance with a Portfolio Master Elevator Service Agreement. The specification covers detailed requirements for equipment replacement, installation procedures, performance standards, and quality assurance, with a focus on maintaining code compliance and operational efficiency.
The project requires a contractor with at least 5 years of local market experience within 50 miles of the project site, who must hold all necessary licenses. The specification mandates specific technical requirements for hydraulic elevator components, including machine room equipment, hoistway components, car equipment, and signaling systems. Notably, the project involves selective replacement and refurbishment of existing elevator infrastructure, with particular attention to the Judges and Prisoner elevators, which require more specialized features like stainless steel interior finishes, communication systems, and specific operating panel configurations. The contractor will be responsible for comprehensive installation, testing, and validation of the elevator systems, with strict performance guarantees and a detailed acceptance review process.
