About this opportunity

The Roanoke Valley Resource Authority (RVRA) is requesting sealed bids for household hazardous waste collection services covering the City of Roanoke, County of Roanoke, City of Salem, and the Town of Vinton under IFB-HHW-2026-01, with bids due June 12, 2026 at 2:00 p.m. Eastern Time and questions accepted in writing through June 6, 2026.

Services consist of monthly HHW collection events held on the third Saturday of each month, 10:00 a.m. to 2:00 p.m., at the primary site (Tinker Creek Transfer Station, 1020 Hollins Road NE, Roanoke, Virginia 24012), with up to four alternate events annually within five road miles of the primary location. The contractor must provide all labor, equipment, materials, and permits; screen and accept HHW; conduct waste identification and analysis; package and label materials in compliance with DOT, RCRA, and Virginia DEQ regulations; transport collected waste via permitted vehicles; and dispose of all materials at federally permitted RCRA Treatment, Storage, and Disposal Facilities approved by the Authority. The contractor assumes "cradle to grave" liability for all collected wastes and must maintain hazardous waste manifests and documentation. Waste categories include latex paint, oil-based paint, solvents, motor oil, antifreeze, batteries, light bulbs, pesticides, corrosives, and miscellaneous hazardous materials.

Bidders must submit pricing on a per-event mobilization fee basis plus unit pricing for each waste category. The initial contract term runs July 1, 2026 through June 30, 2027, with automatic renewal for up to four additional one-year periods through June 30, 2031 unless either party provides written notice of non-renewal at least 45 calendar days before any renewal date.

Required insurance includes Workers' Compensation (statutory), Commercial General Liability ($2 million), Automobile Liability ($2 million), and Pollution Legal Liability ($2 million), with the Authority named as additional insured. Bidders must provide evidence of Workers' Compensation coverage, Virginia business authorization or SCC Identification, proof of hazardous waste transporter permits, and at least three references from comparable HHW programs completed within the past five years. Award goes to the lowest responsive and responsible bidder, with evaluation considering prior HHW program experience, personnel qualifications, equipment adequacy, disposal methods, regulatory compliance, and financial ability.
