About this file

This addendum document addresses frequently asked questions regarding Invitation for Bids IFB-BPM089751 for Household Hazardous Waste Disposal Services issued by the Roanoke Valley Resource Authority (RVRA) covering the City of Roanoke, County of Roanoke, City of Salem, and the Town of Vinton in Virginia. The new contract will commence July 1, 2026, following the same one-year term structure with up to four renewal options as the expiring contract, which has reached the end of its maximum renewal period. Monthly HHW collection events are held on the third Saturday of each month from 10:00 a.m. to 2:00 p.m., typically accommodating 100 preregistered participants per event, with potential joint events requiring higher capacity coordinated in advance. During the most recent 12-month period (May 2025 through April 2026), RVRA collected approximately 69,285 pounds of household hazardous waste across 12 collection events, averaging 5,774 pounds per event. Primary waste streams include oil-based paint (15,600 pounds), liquid pesticides (10,200 pounds), basic corrosive liquids (8,550 pounds), aerosols (7,000 pounds), and solid pesticides (6,800 pounds), with additional periodic collection of flammable solids, oxidizers, organic peroxides, mercury-containing devices, and various battery types.

The incumbent contractor is MXI Environmental Services, LLC, located at 26319 Old Trail Road, Abingdon, Virginia 24210. This contract is not subject to Virginia's Prevailing Wage requirements because it is classified as a services contract for collection, handling, transportation, and disposal rather than a public construction contract. Bidders must submit sealed bids on a per-event mobilization fee basis plus unit pricing for each waste category, with required insurance including Workers' Compensation coverage, Commercial General Liability ($2 million), Automobile Liability ($2 million), and Pollution Legal Liability ($2 million). Award will be made to the lowest responsive and responsible bidder, with evaluation considering prior HHW program experience, personnel qualifications, equipment adequacy, disposal methods, regulatory compliance, and financial ability to perform the contract.

INVITATION FOR BIDS

HOUSEHOLD HAZARDOUS WASTE DISPOSAL SERVICES

IFB-BPM089751

Questions Received as of June 3, 2026

1. What is the term of this contract?

The original contract commenced July 1, 2021 for a one-year term through June 30, 2022, with up to four one-year renewal options (Section A.15). The RVRA has exercised all four renewal options, with Amendment 4 executed May 28, 2025. The current contract term runs through June 30, 2026. The new procurement is being conducted because the contract has reached the end of its maximum renewal period. Any new contract resulting from the current procurement will follow the same term with a start date of July 1, 2026.

2. Who is the current contract holder?

MXI Environmental Services, LLC, 26319 Old Trail Road, Abingdon, VA 24210.

3. Can you please provide the current/most recent contract and the three most recent invoices?

5. Is this contract subject to Prevailing Wage?

No. Virginia's Prevailing Wage law applies to public construction contracts. This is a services contract for household hazardous waste collection, handling, transportation, and disposal — it is not a construction contract and is therefore not subject to Virginia's Prevailing Wage requirements.

6. How many cars are typically serviced at an event?

All participants must preregister for each monthly HHW collection event. Event registration is typically capped at 100 participants. From time to time, RVRA may partner with member localities or other agencies to conduct joint collection events, which may require an increased registration capacity. RVRA will coordinate any anticipated increase in participant volume with the HHW contractor in advance of the event.
