About this file
This is Addendum #2 to an Invitation for Bids (IFB-BPM089751) for Household Hazardous Waste Disposal Services issued by the Roanoke Valley Resource Authority (RVRA) serving the City of Roanoke, County of Roanoke, City of Salem, and the Town of Vinton, Virginia. The addendum provides responses to six bidder questions submitted as of June 6, 2026, including detailed event-specific data for 2025 collection activities. The services consist of monthly HHW collection events held on the third Saturday of each month from 10:00 a.m. to 2:00 p.m. at the primary site (Tinker Creek Transfer Station, 1020 Hollins Road NE, Roanoke, Virginia), with capacity for up to four alternate events annually. The addendum clarifies that event-specific waste volume data is not maintained in monthly expenditure reports and directs proposers to historical data provided in Addendum No. 1 for detailed volume information. Vehicle counts correspond to the number of residents served at each event, with registration typically capped at 100 participants per event. The current contract term runs July 1, 2026 through June 30, 2027, with automatic renewal for up to four additional one-year periods through June 30, 2031 unless either party provides written notice of non-renewal at least 45 calendar days before any renewal date.
The incumbent contractor is MXI Environmental Services, LLC, and the addendum provides historical pricing and operational data for reference purposes only. Over the twelve-month period from June 2025 through May 2026, RVRA collected 67,470 total pounds of hazardous waste across twelve collection events, averaging 5,623 pounds per event at an average cost of $6,073 per event, for a total cost of $72,880. Waste materials included oil-based paint loosepack (15,200 pounds), pesticides liquid (9,600 pounds), flammable liquids in bulk (8,200 pounds), and various other hazardous categories. Recent collection events have been staffed with approximately two contractor personnel, with staffing levels to be determined by the successful bidder based on anticipated participation, waste volumes, and operational requirements. Bidders must submit pricing on a per-event mobilization fee basis plus unit pricing for each waste category and must maintain required insurance coverage including Workers' Compensation, Commercial General Liability ($2 million), Automobile Liability ($2 million), and Pollution Legal Liability ($2 million), with the Authority named as additional insured. Award will be made to the lowest responsive and responsible bidder, with evaluation considering prior HHW program experience, personnel qualifications, equipment adequacy, disposal methods, regulatory compliance, and financial ability.
