About this opportunity

The State of Michigan Department of Technology, Management, and Budget is requesting proposals for statewide rubbish removal and recycling services under RFP 260000002269, with proposals due October 12, 2026 at 11:59 a.m. Eastern and questions due September 14, 2026. An optional pre-proposal site visit at Camp Grayling is scheduled for September 16, 2026 (attendance request required by September 9). Bidders may propose rubbish services only, recycling services only, or both, with separate evaluation for each service type.

The scope covers collection, hauling, and disposal services across all 83 Michigan counties for State-owned and State-operated facilities, including remote locations and Upper Peninsula sites. Services include 96-gallon carts, front-load containers (2- to 8-yard), roll-off containers (10- to 40-yard), and compactors (8- to 40/42-yard) at frequencies ranging from daily to on-call. Bidders must identify all service counties, processing facilities by license/permit number, and declare whether all zip codes are included or identify excluded locations. The State anticipates multiple awards for geographic coverage and operational continuity. Self-guided site visits to verify physical conditions are strongly encouraged.

All personnel must pass background checks including seven-year ICHAT searches. Facilities operated by or contracting with the Michigan Department of Corrections require PREA (Prison Rape Elimination Act) compliance and adherence to MDOC Vendor Rules and Regulations. Contractors must complete MDOC-assigned training prior to service delivery and annually thereafter; violations may result in Stop Orders prohibiting facility access and potential law enforcement action. Department of Military and Veterans Affairs locations require security protocol compliance; Department of Natural Resources sites require wildlife-related waste handling procedures.

Schedule C mandates Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per accident), Workers Compensation, and Employers Liability ($500,000 per accident and disease), all with A.M. Best A- VII or higher ratings. The State must be named as additional insured on a primary and non-contributory basis. Certificates in ACORD form are due within 10 business days of contract execution.

Technical scoring totals 100 points across multiple sections; proposals scoring 80 or more points are eligible for price evaluation. Schedule D establishes a Service Level Agreement with 100% compliance requirements and service credits ranging from $25 to $500 per occurrence for missed pickups, billing errors, late reporting, and unauthorized service interruptions. After a second missed pickup at the same location within a month, the State reserves the right to procure replacement services from a third party. Pricing must remain firm for each State fiscal year (October 1–September 30); adjustments require written approval and take effect only at the next fiscal year's start. Liquidated damages are $1,000 plus $500 per day for late or improper contract completion. Contracts valued at $250,000 or more require State Administrative Board approval. All proposals become public records immediately upon receipt and may be posted on the State website following award notification, subject to Michigan FOIA exemptions for verified trade secrets and proprietary information.
