About this opportunity
Red Rocks Community College (RRCC) is issuing a documented quote solicitation (RRCC 26-12-DQ) for industrial controls equipment to support its Electrician and Instrumentation and Controls technical programs in Jefferson County, Colorado. The procurement seeks equipment manufactured exclusively by Rockwell Automation, including four PanelView 5310 12" wide graphic terminals, eight PowerFlex 525 VFD 120V 1 HP drives, eight PowerFlex 755 AC drives, six rotary servo motors (TLP-A070-040), six Kinetix 5100 servo drives, six feedback cables, six power cables, six USB interface cables, and six software licenses for Kinetix 5100 configuration and monitoring. All pricing must include delivery and installation fees, with equipment delivery and complete installation required by June 1, 2026. Written vendor inquiries are due by 9:00 AM on March 16, 2026, with price quotations due by 5:00 PM on March 19, 2026, and award notification estimated for March 20, 2026. The college has modified the original all-or-none requirement to allow vendors to submit quotes excluding the PowerFlex 755 AC Drives and KNX5100C software due to supply chain constraints. Vendors must submit a signed Vendor Response and Price Sheet, a current W9 form, and acknowledgment of any modifications via email to Lynn Beltran at Lynn.Beltran@rrcc.edu. Award will be made to the responsible respondent offering the most advantageous quote, with price being the primary evaluation criterion.
The solicitation is funded entirely through the Carl D. Perkins Career and Technical Education Improvement Act of 2006 grant program and therefore subject to applicable federal provisions, including SAM registration requirements, debarment verification, Davis-Bacon Act compliance for applicable work, Buy American preferences, small and minority business procurement preferences, and recovered materials procurement requirements. Service Disabled Veteran Owned Small Business (SDVOSB) respondents may qualify for consideration under Colorado's SDVOSB contracting goals if they provide documentation of SBA certification. The college does not provide prepayment; however, RRCC has authorized consideration of a $7,000.00 down payment to accommodate small businesses experiencing capital constraints, with standard payment terms of Net 45 following receipt of goods and services. Respondents must verify their current status in the Colorado Vendor Self-Service (VSS) System and may indicate small business, woman-owned business, minority business, or SDVOSB certification status. The total procurement budget is $70,000.00. The desired Purchase Order start date is March 24, 2026, and all quoted pricing must be exclusive of federal and state taxes.
