About this opportunity

The Gwinnett County Board of Commissioners is soliciting competitive sealed proposals from qualified consultants for the Singleton Road Corridor Technology Improvements Project. This project, supported by a U.S. Department of Transportation SMART Grant, aims to incorporate Intelligent Transportation Systems and cutting-edge technologies into the existing infrastructure to enhance pedestrian safety, improve transportation efficiency and access, and ensure inclusivity for all roadway users. The scope of work includes updating a Connected Vehicle Master Plan, conducting assessments and planning, engaging the public, developing strategies and project designs, deploying and implementing the improvements, and providing documentation, reporting, and evaluation. Proposals are due by 2:50 P.M. local time on May 14, 2024, and a pre-proposal conference is scheduled for 3:00 P.M. on April 23, 2024. Proposals will be evaluated based on the experience of the firm, qualifications and availability of key personnel, schedule, understanding and approach, and references.

This project is a Stage 1 (Planning and Proof of Concept) application for the SMART grant program, and the total funding available is $1,053,400. Successful vendors will be required to meet insurance and bonding requirements, and the project must be completed by April 1, 2025 due to the grant funding expiration. The contract will be awarded to one firm, and there are no additional federal procurement requirements beyond 2 CFR 200 compliance. Gwinnett County requires full compliance with Buy America and Buy American Act (BABA) requirements for the proposed technologies.
