Reimbursable expenses such as laboratory work, specialized equipment rental, out-of-town travel, and meal costs for project workshops are permissible with advance written approval from the Director of Water Resources and proper documentation.

Selected consultants must carry Commercial General Liability of $2 million general aggregate and Professional Liability/Errors and Omissions of $5 million per claim and aggregate, with Gwinnett County named as an additional insured on applicable policies and an A.M. Best rating of A-10 or higher.

The contract term is annual with four renewal options. Evaluation is conducted in two steps: Step I (90 points) assesses firm qualifications, experience, staff qualifications, project management approach, and references; Step II (10 points) evaluates fee schedules for short-listed firms. A virtual pre-proposal conference is scheduled for June 18, 2026 at 10:00 a.m. Questions are due to Anna West, Purchasing Associate II, no later than June 10, 2026.
