About this opportunity
The County of Orange, Probation Department, is soliciting competitive bids through Invitation for Bids (IFB #057-3021101-VRV-2) for routine maintenance and repair services of industrial laundry equipment, with electronic bid submissions required through the County's online procurement portal by May 19, 2026, at 4:00 PM. The procuring agency is the County of Orange in California, with service delivery required at two locations: Youth Guidance Center (3030 N. Hesperian Way, Santa Ana, CA) and Juvenile Hall (331 The City Drive South, Orange, CA). The scope of work encompasses preventive maintenance, inspections, testing, and repair services for industrial washers, dryers, and lint collectors manufactured by Speed Queen, B&C, Milnor, and Dexter, with quarterly maintenance services required during standard operating hours (8:00 AM to 4:00 PM, Monday through Friday) and emergency response capabilities available 24/7/365 with a one-hour response time and four-hour on-site technician arrival. Bidders must submit firm, fixed-price proposals covering ten line items that include quarterly maintenance services for specific equipment models and as-needed labor services across five time categories (Monday-Friday 8:00 AM-4:00 PM, Monday-Friday 4:00 PM-7:00 AM, Saturday, Sunday, and holidays). Required qualifications include active California contractor licenses, valid D-U-N-S and UEI numbers, current W-9 forms, certificates of insurance with additional insured endorsements, and three references demonstrating relevant experience; all parts and materials must be new, commercial-grade, and meet or exceed Original Equipment Manufacturer specifications. Award will be made to the lowest responsive, responsible bidder, with bid validity extending 365 days from the closing date and the County reserving the right to defer award for up to 180 days.
The solicitation offers a five percent preference deduction for bidders certified as County of Orange Local Small Businesses (OCLSB) or Disabled Veteran Business Enterprises (DVBE), with a maximum allowable preference deduction of $100,000, effectively establishing a set-aside advantage for these designated entities. No incumbent vendors or current contractors are identified in the solicitation documentation, and no site visits or bidders' conferences are specified as part of the procurement process. Bidders must comply with all County terms and conditions, Americans with Disabilities Act requirements, and applicable state and federal laws, with no exceptions to the model contract terms acceptable unless specifically detailed in the bid response. The solicitation requires execution of both a Labor and Material Payment Bond and a Faithful Performance Bond by an authorized surety company, with the penal sum amounts to be determined based on the contract price. While no explicit budget range or award value is stated in the solicitation documents, the five percent preference deduction cap of $100,000 provides an indication of the anticipated contract scope. All questions or requests for clarification must be submitted through the solicitation's Question & Answer section, with respondents prohibited from contacting other County personnel regarding solicitation inquiries.
