About this opportunity
The New Jersey Department of Transportation is soliciting technical proposals for construction inspection services on the Route 23, Route 80, and Route 46 interchange project in Wayne Township, Passaic County, with proposals due June 18, 2026. Eligible firms must be prequalified with NJDOT in the C-6 discipline at Level B as of 10:00 AM on the closing date, or obtain such prequalification by that deadline — a mandatory qualification filter.
The scope includes full construction inspection oversight for a four-year, eight-month project (September 6, 2026 through April 2, 2031) covering ramp and acceleration-lane additions, two new bridge construction, bridge-deck reconstruction, retaining walls, overhead sign relocation and installation, guiderail installation, and ten drainage basins with stormwater and wetland protection. The selected firm must staff an Assistant Resident Engineer (NICET IV), Bridge Inspector-Lead (NICET III), Office Engineer (NICET III), Bridge Inspector-Geotechnical (NICET III), Bridge Inspector-Structure (NICET III), Road/Electrical Inspector (NICET III), Bridge/Road Inspector-General (NICET II), and Scheduler (ASCE PIII), with staggered start dates beginning September 1, 2026. Subconsultants must obtain cost-basis approval from NJDOT by the closing date.
The project is federally funded under Federal Project No. NHP-0023 (317) and will be structured as a Project Specific Agreement with a Cost Plus Fixed Fee arrangement. The selection process uses one-step technical proposal evaluation with one selection from qualified submitters. Questions are due June 11, 2026, and the anticipated selection date is July 2026. Prior to contract execution, the selected firm must provide evidence of Affirmative Action approval and comply with federal civil-rights and state-procurement requirements, including business registration and certifications regarding prohibited activities in Iran, Russia, and Belarus. No certified-firm utilization goal applies to this project.
